Product Parts for Kits

Do all product parts that make up a kit have to be inventory products?  Can you have a kit that has a mix of both inventory and non-inventory product parts?  The documentation is explicit the kit needs to have inventory product checked but I do not see it being the case for a product part.  Please advise at earliest convenience.  Thanks in advance.
