AS Import Templates - Support date format MM/DD/YYYY

The AS Import Template functionality has a current limitation where the date has to be in the format of YYYY-MM-DD. 

However the import template also needs to be saved as a .CSV file (.CSV UTF-8 file).  

The issue is that when saving it as this file, the date automatically converts to MM/DD/YYYY.  The user then needs to open the file, change the format and re-save adding unnecessary steps.

The AS Import Template feature should support the more commonly used (in the western hemisphere at least) MM/DD/YYYY date format which would remove extraneous steps/clicks to get this to work.
